CBAM Compliance Services for Saudi Exporters

VerdeVista Consulting helps Saudi exporters navigate the EU Carbon Border Adjustment Mechanism (CBAM), which requires companies exporting goods to the European Union to report and ultimately pay for the embedded carbon in their products. With deep expertise in GHG accounting and carbon regulation, we deliver CBAM readiness assessments, embedded carbon calculations, and full reporting support tailored to Saudi industrial exporters.

What Is CBAM?

The Carbon Border Adjustment Mechanism is an EU regulation that creates a carbon price on imports of specific goods from countries without equivalent carbon pricing. CBAM entered its transitional phase in October 2023, requiring importers to report embedded GHG emissions. From January 2026, financial obligations begin, and CBAM certificates must be purchased to cover the carbon content of imports. Sectors initially covered include steel, iron, aluminum, cement, fertilizers, electricity, and hydrogen.

CBAM reporting and an EPD environmental product declaration serve different purposes but rest on the same plant data. Exporters of cement and concrete can build both together to keep EU buyers and win sustainable procurement at home.

CBAM Impact on Saudi Arabia

Saudi Arabia is a significant exporter of CBAM-covered goods to the EU. Steel, aluminum, petrochemicals, cement, and fertilizer producers in Saudi Arabia face direct exposure. Any Saudi exporter whose goods are imported into the EU by an EU-registered declarant must be able to provide verified data on the direct and indirect embedded GHG emissions per tonne of product. Without this data, EU importers may face penalties or choose alternative suppliers with lower carbon footprints.

VerdeVista’s CBAM Compliance Services

Our structured CBAM service covers everything from initial exposure assessment to full emissions reporting:

  • CBAM exposure mapping

Identify which product lines and export volumes fall under CBAM scope and quantify financial exposure under current EU carbon price projections.

  • Embedded carbon calculation

Calculate direct and indirect GHG emissions per tonne of each product, following CBAM Regulation methodology and EU Implementing Regulation (EU) 2023/1773.

  • Data collection and monitoring

Establish data collection procedures, monitoring plans, and internal reporting systems to ensure consistent and auditable emission records.

  • CBAM reporting support

Prepare CBAM reports for the EU importer (declarant), structured to meet European Commission requirements and withstand verification.

  • Third-party verification readiness

Prepare documentation for accredited verifier review as financial obligations take full effect.

Key Sectors We Serve

VerdeVista has the technical depth to support Saudi exporters in the following CBAM-covered sectors: steel and iron products, aluminum and aluminium alloys, cement clinker and grey cement, ammonia and nitrogen-based fertilizers, hydrogen production, and electricity generation. We also assist companies in adjacent sectors anticipating CBAM scope expansion.

Why Act Now?

The transitional reporting phase is already underway. EU importers are legally required to submit CBAM reports and will increasingly demand verified emission data from their Saudi suppliers. Companies that establish robust monitoring and reporting systems now will be better positioned to retain EU market access, command premium pricing for lower-carbon products, and demonstrate credibility to green finance providers and international investors.
